I am a lessee of a HDB flat (Public Housing flat) in Singapore. I have failed to pay the outstanding Conservancy and Service Charges due and owing to the Town Council in Singapore. Have I committed a criminal offence if I failed to pay the Conservancy and Service Charges? How serious is the offence, is it a fine or imprisonment?
